Everyone knows that fiber optic cables are being run everywhere, a necessity for supporting wireless small cells and 5G fiber to the home/business, intelligent traffic systems and all the traditional metro and telecom networks. To reduce the cost of installation, contractors are trying new installation methods that may affect their coexistence with other underground utilities. Microtrenching, microducts, blown cables, mirco cables, high fiber count cables and other components and techniques should be understood by those trying to track the fiber infrastructure and avoid it. Damage to underground utilities during construction represents a significant risk to the public and is a major cause of construction project delays and budget overruns. Annual fatalities attributable to underground utility damage are comparable to those resulting from commercial aviation incidents and costs society billions of dollars. In North America there are about 400,000 reported incidents of utility damage every year, the Netherlands sees about 41,000, but in Japan, there were only 134 utility damages in 2016! Why? In this session, Geoff will describe international initiatives taking place in the UK, US, Netherlands and Belgium, that are seeking to reduce the number of incidents of underground utility damage, and, reduce risk during construction.

Reducing damages to underground utilities is one of the primary goals of construction stakeholders. The societal and economic impacts of such damages are substantial. To minimize potential damages to underground utilities, one-call notification programs have been created to coordinate efforts that aim to locate utilities before excavating. One-call centers are distributed throughout the United States and have been collecting damages data for years. However, few, if any, studies have evaluated the overall process of one-call centers and whether their services are adequately designed and efficiently delivered to utility owners and excavators. Thus, the present study aims to fill this gap in practice by investigating underground utility damages and evaluating the overall process. To achieve the aim of the study, two methods of data collection were adopted. Damage data from the state of North Carolina in 2017 were obtained to examine trends and frequencies of damages. In addition, a survey was developed and used to evaluate the overall process of one-call centers and identify deficiencies. Among other findings, the results suggest that damages to telecommunication and television (Tele/TV) lines are more frequent than other types of damages and that, overall, Tele/TV contractors are the primary contributors to most damages. The study also reveals that locate time is the most deficient component in the locating process. Findings from the present study are expected to help construction stakeholders and state agencies improve the locating process and management of underground utilities.

Over five years ago, there was an explosion in the mountain town of Canmore, Alberta. It destroyed a home, damaged several others, sent three to the hospital, injured 40, and left hundreds of residents without natural gas. Luckily, there were no fatalities. The Leading Practices for Cross Bore Risk Reduction was finalized in 2019 with includes recommendations from representatives of utility owners, pipeline installers, inspection service providers, regulators and manufacturers. A strong focus is offered on cross bores of sewers and gas distribution and with recommendations useful for all types of utilities. The target stakeholder includes project managers for utilities, installers and inspection providers with recommendations for improvement of regulatory rate support, revision of regulatory safety regulations and Call Before You Dig legislation. The goal of the document is to achieve faster and more efficient risk reduction from existing cross bores and minimize the creation of new cross bores using leading practices. Municipal ordinance revision recommendations and sewer system operators can contribute to the effort with resulting improvement for the public and cooperation recommendations which can lower sewer operation costs due to required inspections of their sewer systems. Risk modeling, QAQC and the use of GIS data structures are included throughout the recommendations. In short the document includes details for operations as well as improvements across all stakeholders, flow charts, examples of project documentation and descriptive graphics. References included are extensive and offer a path for further expanding the user’s knowledge base of cross bores risk reduction.

The Energy Queensland Group delivers electricity to the state of Queensland in Australia, through approximately 1.7 million power poles and 220,000km’s of overhead and underground powerlines across the Ergon Energy and Energex Networks.
In Queensland, Australia an average of 750 accidental contacts occur with powerlines. Unfortunately, each year one person is electrocuted and approximately 15 people are severly burned and injured. On average, 25 overhead contacts to one underground contact occurs in Queensland. All these accidents are avoidable and mainly occur due to a lack of planning, lack, and awareness of the powerline hazard and ‘inattentional blindness’. Inattentional blindness results from a lack of attention or when an individual fails to perceive danger in plain sight, such as powerlines. Put simply, we plan to work near the underground powerlines we cannot see, but not the overhead ones that we can.
Within Energy Queensland there is a small team of dedicated and passionate Community Safety Specialists whose job purpose is to foster positive and proactive association of powerline safety messages within the community and build community awareness of the dangers through Engaging, Educating, and Enabling workers and the community to reduce accidental contacts with overhead and underground powerlines. Through the passion and persistence of our community safety team driving safety in the excavation / construction and agricultural community Energy Queensland has produced the ‘Look up and Live’ app. ‘At Risk’ industries such as: excavation, building / construction, agriculture, and aviation are most at risk due to lack of planning and intattentional blindness. The community safety team saw a need for a powerline safety app which is publicly available, so while engaging and educating face-to-face with industries, we were able to enable behavior changes with a completely free product that was easy to use and empowered workers to plan ahead. This tool was developed with ongoing consultation with industries to determine what features would be of value. Hence this tool enables the user to identify the powerline risk and hazard before staff even reach the site to work. Essentially this tool and process is similiar to a Dial Before You Dig / 811 / Click Before You Dig request, but provides an interactive self-serve safety tool for overhead powerlines.

Throughout the night of October 29, 2012, New Jersey residents bore witness to unprecedented storm conditions that ravaged the northeast, leaving dozens of communities virtually unrecognizable by morning. Superstorm Sandy unleashed hurricane-force wind gusts, dropped a foot or more of rain in areas and produced record storm surges along the coast. One of the hardest hit locations of New Jersey’s state highway system was the devastated coastal area along a twelve mile (12) stretch of Route 35 from Point Pleasant Beach to Island Beach State Park in Ocean County.

The storm surge washed entirely across the Barnegat Peninsula, from the ocean to the bay in three locations, breaching three sections of the highway.  In addition to the breaches, the storm destroyed much of the highway infrastructure, undermining and moving concrete slabs and destroying much of the roadway’s underground utility and drainage systems. Overhead utility facilities were destroyed. Dozens of sinkholes formed where roadways, sidewalks and storm drainage structures collapsed.

This presentation will discuss the engineering emergency response design and construction techniques successfully implemented for the Milepost 4 to 9 Route 35 section when this unexpected natural disaster occurred; requiring the complete replacement/reconstruction of a constrained major roadway corridor within an unprecedented accelerated schedule. Discussions will include accessing damaged roadway infrastructure and gathering survey and design data in an area devastated by a natural disaster; engineering solutions to provide sustainable pavement and drainage infrastructure (protection from future catastrophic storm events); innovative utility conflict coordination methods (well over 1000 conflict locations), private property owner and agency coordination, along with several design, construction, and Project Management tools and techniques developed for this massive undertaking.

The COVID-19 pandemic has had major ramifications on everyday life, including the way our industry communicates damage prevention with target audiences and stakeholders. The pandemic has changed the way we do business, travel, and interact with each other and the long-term effects are still unfolding before us. Meetings that might once have been face-to-face, or, in a group setting, have moved online. To be effective, we had to adapt and find new and creative ways to reach our target audiences.
In British Columbia, homeowners (on average) contribute to over 30% of damages to underground infrastructure. With the COVID-19 pandemic keeping us closer to home, more homeowners renovated in and around their house. Many renovation projects happened outside and included ground disturbance work such as installing a fence or gardening. Often times homeowners do not realize the many potential hazards associated with unsafe digging practices.
The word “…WHOOPS” could be the first, among other choice words, cried after a homeowner inadvertently damages underground infrastructure in their backyard. No one wakes up expecting to hit a utility line when they are gardening, but if they do – it can have serious consequences especially during the pandemic.
It was for this reason that a group of industry-leaders in British Columbia, FortisBC, BC 1 Call, BC Common Ground Alliance, BC Oil and Gas Commission, TC Energy, and WorkSafeBC, came together to rethink the way British Columbian homeowners were engaged with ground disturbance related information. Through partnership with the Community Against Preventable Injuries, a not-for-profit social marketing firm focused on injury prevention, a campaign was developed to address the common underlying attitude that contributes to both injury and damage prevention.
In this presentation, we will provide the content of how this campaign was developed, discuss the campaign elements, challenges, and share the lessons learned along the way.

Damage prevention is an endeavour with many moving parts and many stakeholders. Standardization is about creating a common language that reduces the risk of misinterpretation: best practices, industry standards, regulation, consistency, safety controls. These things give us ways of cleaning up potentially dangerous inconsistencies and finding more efficient, cost-effective ways to share information among stakeholders.  I was told that creating a standard ‘one-call’ ticket format was an impossibility. In 2018 I set out to prove them wrong and led a group of industry professionals to successfully align the business rules and ticket formats of the four western Canadian One-Call centres. In this session, Sher talks about the why, the challenges in the process, and what we have learned in the last two years about standard ticket formats.

“All Models are Wrong, Some Models are Useful” is a quote from George E. P. Box, one of the great statistical minds of the 20th century.  While directed at statistical models, it also aptly applies to physical 3D models of utility infrastructure that are now proven, if properly developed, to be highly effective and valuable for facilitating project design, mitigating utility risk, and expediting construction schedules.  Danger looms in the fact that these are not digital twins, but models based on disparate record data and limited geophysical observations.  However, when utilities are systematically investigated, and data is analyzed and assimilated with professional knowledge and judgment, and depictions and 3D models developed in accordance with proven standards and best practices established by the American Society of Civil Engineers, the result is something that is remarkably useful and effective, and provides value far exceeding expectations.  This discussion covers methods and pitfalls associated with developing useful 3D models of utility infrastructure for projects.

Joe will explore how human error contributed to making serious mistakes that almost led him to die on the job. Colorado introduced a new Design Ticket Standard in 2018. The new Colorado 18-167 law implements the need for a Subsurface Utility Engineering (S.U.E.) ticket as per ASCE 38 standard for certain projects. This provides the dissemination of much more reliable and accurate information for the engineers during the design phase, which is the first step in damage prevention for the project. The presentation will outline the history behind the formation of the standard as well as the impacts, benefits, and lessons learned that have been realized since its implementation.

Public streets make up 34% of New York City’s land area.  Con Edison’s electric, gas, and steam infrastructure is buried underneath those same streets.  If utility construction work is not coordinated with local paving, the utility incurs additional paving costs and gives another reason for some of the 10 million New York residents to bemoan its service.

Con Edison started the Work Coordination group in 2019 to improve the customer experience by coordinating local paving schedules with Con Edison’s construction work.  In this short time it has saved nearly $6 million while improving relationships with local agencies and the general public.  The team combines personal accountability with geospatial data to produce successful results.  Nathalie Ramos and Brian Yee-Chan will take you through the challenges and successes of Work Coordination.

With respect to the quality of information related to the location of underground infrastructures, the issues encountered today are closely connected to our prior knowledge. Owners of underground infrastructures have all experienced issues linked to the knowledge of where their infrastructures are precisely located.
In cooperation with one of its partners, Info-Excavation is currently working on a solution to deal with these issues. Using deep learning methods of artificial intelligence, this solution aims to accurately reposition underground infrastructures within the public right-of-way.
For several years, land markings have been made to locate certain sections of underground infrastructures. Unfortunately, owners hardly ever used this knowledge to update their system’s geospatial data referencing.
To improve the response to locate requests made by contractors related to future excavation projects, reduce the processing volume of these requests and diminish their inherent cost to owners of underground infrastructures, the quality of information known on these installations must be improved.
The goal of this initative is to assess the use of automatic learning algorithms to help improve the process of locating underground infrastructures. The results of this multi-phased project as well as its intended use will be presented after each phase.

How to get utility data needed to properly develop and deliver a project?  A proactive solution implemented for Montana DOT with SHRP2 R01A funding integrates utility permitting with collecting 3D digital data on new and exposed infrastructure in a 3D data repository compliant with ASCE’s new Utility “As-built”.  This solution captures Utility as-built, SUE and Contractor utility data for ongoing construction, damage prevention, O&M, future planning and design, and a myriad of life cycle ROW and asset management practices including systems impact analysis, optimized placement of utility installations, effective inspections, advanced coordination and control of 3rd party activities within the ROW.  Utilities benefit with reduced strikes on their facilities, advanced coordination, as well as ability to access data to safely construct their own facilities faster with less risk and cost.

The SUE industry is adopting the use of more high-tech tools as they become refined to acquire as much Quality Level B utility designation data as is possible. In 2020 ASCE 38-02, Standard Guideline for Collection and Depiction of Existing Subsurface Utility Data, is slated for a major update to include guidelines for detection and depiction for 3D representation of utilities. One of the main tools to aid in designation of 3D utility data is GPR arrays. In the past the barriers to entry into this tech platform was the low speed of the systems and time to process the data to get results from field to deliverable. New generation arrays seamlessly integrate into the SUE workflow with complimentary technology such as EM and other advanced tools to produce the most comprehensive underground solution possible prior to Quality Level A test hole programs.

The American Society of Civil Engineers (ASCE) has adopted Utility Engineering as an engineering specialty defined as a branch of engineering that focuses on the planning, design, construction, operation, maintenance, and asset management of utility systems, as well as the interaction between utility infrastructure and other civil infrastructure.  The second part of the definition recognizes that utility facilities do not exist in a vacuum.  Utility facilities exist in a complex environment that includes underground and aboveground elements that constantly interact with other infrastructure within the right of way.  It is in this environment that public agencies design and build projects.

The foundation of utility engineering is six integrated pillars: Utility Coordination, Utility Investigations, Utility Conflict Management, Utility Design, Utility Construction, and Utility Asset Management.  The presentation will discuss the risks of not conducting utility engineering, define and describe the pillars of utility engineering, describe utility engineering stages within the project delivery process, and provide ideas and thoughts for implementation.
